On our first stop in Toulon in 2013 we just drove through the city on our way to Aix en Provence and Marseille so we didn’t see much. The second time we took both a harbor cruise and then a walking tour of Toulon.  It was an interesting tour though there was nothing I would consider amazing by any means.  Worth doing though.
