Nosy Be was the third scheduled port on our cruise from Mauritius to Cape Town, South Africa and our second port in Madagascar(First was canceled due to weather).  Nosy Be is an island itself, but is part of the bigger country of Madagascar.  Only about 10% of the island has electricity, most of that is in the more populated and tourist areas.
